If Justin Tucker is found out to be a true dirtbag is his HOF chances over?

Personally I think he's the best kicker I've ever seen even across eras. But obviously recent developments have complicated things. I'm already going to assume it's not going to end up going well for him given the amount of women that have come forward, and apparently this was a thing that had been happening the last decade (there are even old tweets/messages online from years back) but it was just kept hush-hush locally in Baltimore.
I'll put it this way. If Justin Tucker randomly decided to retire without any dark cloud now over his head, I think he'd get in even if he didn't play as long as some other notable kickers. His prime was that good. He's struggled recently, but whether or not he'd bounce back we might not know since his career could be over.
As it stands now, if he doesn't play again due to just not being able to get another opportunity does he get in? What do you think?
