Evolution of non-league games

Into the 1950s NFL teams played non-league games against a variety of opponents. Minor league, teams, CFL teams, military teams. I'm not going to call these pre-season games because sometimes they were played in the midst of the regular season. There were occasional oddities as well like the Packers and Eagles playing a 1944 non-league game, in the middle of the season, in Nashville.
I am assuming at some point NFL teams were no longer allowed to play these games, and when that ruling took place. The College All Star game being made an exception of course.
