Bob Lustig was listed as the general manager from 1967 to 1978, when he left football to work for an insurance company owned by Bills owner Ralph Wilson.
Lustig had been with the Bills organization since 1960. I don't know how active he was in player personnel decisions, or if the coaches did more of that. Bills fans here (there are a few!) can probably be more informative.

Bob Lustig was the GM in 73. According to the Media Guide, he was employed in Mr. Wilson's insurance firm during the franchise's earliest years, helping with signing players on a PT basis. He became part of the Bills regular family in 1964, first as a VP and board member. In 67, he was named GM.
