Too cheap (or apathetic) to get them fixed. Tex Schramm's infamous attitude about complaints concerning games on turf: "If we tell you to play on concrete, you'll do it!"

When I was in the Marines back in the early '70s, we often played two-hour-long games of tackle football on cement. Too young and stupid and gung-ho to think anything about it. You wouldn't dare play on whatever grass surfaces there were on base. Tear up a lawn and you were looking at office hours. But hell, if I was 21 today, pay me a couple million to play on cement and I'd do it.
