Did this transaction make history?

The Texans basically gave the Browns a draft pick to take Osweiler off of their hands. They send a 2017 6th and a 2018 2nd plus B.O. for a 2017 4th.

Has there been a trade in the past where both teams are acknowledging that, because of his contract, the player has negative value?

"Salary dump" trades happen in the NBA often. But I can't say that I remember one in the NFL.

Talk of Cleveland cutting him and taking the loss hit with same day as the trade. In the articles I scanned, the quotes selected for print from the Browns' GM were only about the upside of getting the draft picks.

So the upshot of this is that the Browns paid $16 million for Houston's second round draft pick in 2018?

Cleveland needs help. They really need help at numerous positions. Maybe Osweiler fits here, I don't know. Yes it's a tough scene for him with the state of the team and playing in the AFC North, but it seems like BO is a superior choice than drafting a rookie.

The plan apparently is to try and trade B.O. while agreeing to take back half his salary. So they'd be paying $8 million for a 2nd plus whatever they get from team number two, which in the end would be a pretty good deal for them.

and maybe they did a 'Money ball' analysis that shows a 2nd round pick is worth that...

The Browns are the test for the analytics crowd. So far they've produced a 1-15 season and this Osweiler trade but it's early, ha.

And with a jillion dollars in cap space, they let themselves get outbid for their best receiver.

No, they decided to try and upgrade, since there's no guarantee that Pryor will maintain the modest success he had last year--playing for a 1-15 team.
