most points scored without an offensive TD

I was looking into some CFL expansion history this evening when I was startled to find that the Baltimore franchise won the '95 Grey Cup by scoring 37 points without an offensive TD (KO return, punt return, fumble return, & 5 FGs). Got me thinking, what's the NFL record for most points scored without a major (CFL terminology)?

According to PFR the 11/5/1989 game won by the Vikings over the Rams 23-21 on 7 field goals and
a safety appears to be the most. Ironically it was won by a safety in OT.
Three other games with 7 field goals for 21 points are runnersup.

In 1970, the Vikings beat the Saints 26-0 without scoring an offensive touchdown.

Eagles 24-23 win over Dallas on 11/6/1966: Timmy Brown returns two kickoffs for a touchdown, Aaron Martin returns a punt for a TD and Sam Baker kicks a 31-yard FG:
