1960s Playoff Bowl Tiebreakers

While looking at the NFL standings from the 1960s, I noticed that four times (1960 and 1964 - 66), there was a tie for second place in one of the conferences. For example, Detroit and San Francisco both finished with 7-5 records in the Western Conference in 1960. What tiebreakers were used in that era to determine which second-place team was invited to play in the Bert Bell Benefit Bowl?

Total points in the regular season games played between the tied clubs. In the case of the 1966 Eagles, they were selected because they had appeared least recently in the Playoff Bowl than the Browns.
