Best I can figure, three are three times when HoF members served as presenters for each other at their induction ceremonies. Two of these pairs make sense when you think about it, and the third pair surprised me.

When Deacon Jones went in, George Allen did the honors, and when Allen went in posthumously, Deacon presented him.
Some unique choices:
Emlen Tunnell chose the Giants' chaplain
Jimmy Conzelman chose Supreme Court justice William Douglas
Bob Waterfield chose actor Pat O'Brien (not surprising considering he was still married to Jane Russell)
Andy Robustelli by then-NBA Commissioner Walter Kennedy
In 1983, Sonny Jurgensen and Bobby Mitchell both chose Edward Bennett Williams
Terry Bradshaw chose Verne Lundquist
Ralph Wilson chose Chris Berman
Mike Singletary chose his wife
Bill Shaw chose the Bills' trainer

I must have misread, because there are more than three. All four of BDs, both of oldcapecods, and Chris's guess are right. Sorry about that! I also found Munchak/Matthews initially, but there are two others I saw that nobody has mentioned yet. A hint: none of them are players.

Correct!
The other one I found surprised me. Hint: both are contributors and not owners.

Johnny Blood's presenter was also a Supreme Court justice, Byron "Whizzer" White.

Al Davis has been a presenter more often than anyone else. One interesting presentation he did that surprised me was Lance Alworth -- but according to the HoF website, Davis was a former ends coach for the Chargers, so looks like that's at least part of the connection. Wikipedia says Davis actually signed Alworth to a Chargers contract, essentially stealing him out from under the 49ers noses who had drafted him.
