This question came up a few years back, and we had it narrowed down to the 1961 Packers Colts games which had the most Hall of Famers on the field at once, players and coaches included, and the total was 20. For the Packers: Vince Lombardi, Bart Starr, Paul Hornung, Jim Taylor, Jim Ringo, Forrest Gregg, Willie Wood, Willie Davis, Ray Nitschke, Henry Jordan and Herb Adderley. I understand you may mean a regular season or playoff game rather than a Pro Bowl.

You need overlapping dynasties/powerhouses to do this, obviously. Will look at the 49ers-Cowboys games of the same era and Steelers-Cowboys games of the '70s.
