'90 Raiders VS '91 Lions

Who do you think is best between these 12-4 teams who got utterly annihilated in their respective CC-appearances?
The 1990 Raiders. They were able to get back to the postseason the next year. The Lions weren't.
In a football magazine I have from 92, I think that it was mentioned how someone said that the Lions made a mistake winning in 91, and that they would have been better off having that season a year later.
