Foreman because it's excessively rare to score 15+ TDs multiple two seasons in a row even in this era. He did it in 14-game seasons, and one of them he scored 22 TDs. Then the next year he scored 14. Hard to find many people with at least 14 TDs three years straight, even with 16, 17 game seasons. 1. The comparison to Floyd Little doesn't totally work because part of what propelled Little was that there were only two "real" Broncos in at that point, Elway and Zimmerman. The push for Little was partly related to Broncos fans wanting to push someone from earlier in franchise history.
That doesn't exist with Foreman, because the 70s Vikings have a bunch of HOFers, and there are more post-1980 Vikings than there were post-1980 Broncos.
2. Foreman's case is being dual-threat + high peak + contribution to a multi-time championship contender. I think voters will have to address Roger Craig first.
3. Will Vikings fans / media / Mark Craig push Foreman or Jim Marshall first? And would Marshall getting in close the door on Foreman?
So Foreman could get in, but with the probable reduction in senior slots (mathematically) and the candidacy of Craig, the question of when is a real one.
