As to who was the best AFL team overall throughout the 1960's, I would go with Dallas/Kansas City (3 AFL championships and 2 Super Bowl appearances and a victory in Super Bowl IV).
I agree that Buffalo in 1964 would have had the best chance to win a Super Bowl prior to 1968. I like their coach, Lou something or other.

The Chargers sure were not the best AFL team in the 1965 AFL Title Game at Balboa. The Buffalo Bills blistered them, 23-0!

There's also a book claiming the Chargers would have won. Of course, it was written by an AFL apologist who got Lance Alworth to write the foreword
