Now that I think about it, I really misstated that question. 99 Rams are definitely another example; will revise that question again.

AFC and NFC mean since the merger?
I was thinking it had to be a bad weather game or a blowout. Not many early championship games had 1 person throw 15 times. So many different players threw passes back then
1941 season championship Filchock went 7-23
1961 season Tittle was 6-20

You are correct, I did mean since the merger only.
Both Filchock’s, and Tittle’s games had lower passer ratings than the two that I’m referencing in that question.
Though the lowest AFC title game passer rating - 1982 Richard Todd did occur in a game where weather would have been a factor to a degree.
