This is just my opinion, but I do not see why someone like Hay would not be eligible. Contributors should also be considered.

I believe there is no one in the Hall of (the) Very Good who was not a player or head coach.
However, there is at least one example of someone who is recognized for coaching duties other than head coach:
Blanton Collier Coach 1946-53/1962 Assistant Coach Cleveland Browns, 1963-70 Head Coach Cleveland Browns
