He doesn't qualify, but "The Pro Football Chronicle" (1990) stated on page 281 of O.J. Simpson: "You forget how bad Simpson's teams were. Six won three or fewer games. We haven't figured it out for everybody, but he could have the worst winning percentage of any Hall-of-Famer."
Simpson was on one playoff team, 1974, and three teams over .500, 1973-75.
He also played on a 1 win team, two 2 win teams, and two 3 win teams. Overall winning percentage of .304. Counting ties as half wins, and counting all games for his teams, not just ones he played in. It's probably one of the worst records for a HOFer. Archie Manning was worse, but he's not in the HOF.

The subject is post-merger players. A few posts have listed pre-merger players.
Other than those already listed, Nnamdi Asoumugha. Gary Barbaro and Bill Bradley. Though Barbaro played a USFL playoff game. Eric Swann, Aaron Schobel, JT Smith. A lot tougher to do this nowadays.
Of active players, Gerald McCoy of the Buccaneers. I don't think he will top Joe Thomas.
Joe Thomas' teams had a .273 winning percentage. He did play on a winning team, though!

Seems like the 1970s Saints, Falcons, Eagles, and Giants would have candidates here. Aside from those already mentioned in the thread, some decent players who came to mind who started their career in 1970 or after and who never made the playoffs were Tom Sullivan, Henry Childs, Tom Myers, John Mendenhall, Art Malone.
Bob Pollard played 154 games with New Orleans and St. Louis with no playoffs to show for it.
If I'm not mistaken, John Hill played 177 games with New Orleans before finally making a playoff game with San Francisco in 1985 in the very last game of his career. Derland Moore had a similar pattern, 170 games with the Saints before his two final games in the playoffs with the Jets.

Eric Hill played 11 years in the NFL and he missed the Csrdinals first playoff win in 1998 and the Rams Super Bowl win the following season.

Myers did went to the plsyoffs...with the Houston Gamblers of the USFL. A truly underrated player, he would hace more Pro Bowl appearences if he was on a playoff team.

Eric Hill like Archie, only he experienced
two 8-8 seasons (’94 w Cards, ’99 w SD) as opposed to just one.
Still looking for that great player, post or pre-merger, who only ever played on below-500 teams. Tough to find.
I thought for a moment of Big Daddy Wilkinson, but forgot that he only played 4 seasons in Cincy - experienced .500 anyway under Coz in ’96 - and then went on to the Redskins where he then experienced a playoff berth in ’99.
