I've thought six of the best OLBs from the 60s-70s not in were Howley, Baughan, Brazile, Fortunato, Grantham, and Forester. I have always put Chuck Howley above Baughan on my "HOF Snub" lists, because Howley remained extremely productive when Baughan's career tailed off, and Howley had 49 turnovers (including postseason) compared to Baughan's 28.
I think Baughan getting in would be fine, but I agree, if that era I have Howley on the top of the list of OLBer passed over.
