Determined 'order' of HOF speeches

How do they determine the order of who speaks first-through-last at each year's ceremony?

How do they determine the order of who speaks first-through-last at each year's ceremony?
I've always wondered this myself. They always have seemed to save the "greatest" for the last. But the one year I was at the enshrinement, Jerry Rice ended up speaking before Floyd Little. (and Emmitt Smith) So I don't know.

Didn't they use to do it alphabetically?
