Jock Sutherland?
Considering his small sample size, there would have to be a better candidate. Or maybe not.
Without actually rolling up my sleeves and taking a dive, no teams hence HCs come to mind in that era that had a nice-enough run of winning seasons/2nd-place finishes at best.

Jock Sutherland would be my guess too
Brooklyns last winning season was 1934. He got them to 8-3 and 7-4 in '40 and '41
Steelers were 5-5-1 and 8-4 under him in '46 and '47

Jim Trimble won 7 games 3 years in a row for Philly before dropping to 4-7-1 in 1956

I'm sure it is because of my Pittsburgh ancestry. God, my dad loved that guy... he would get wistful whenever he mentioned Sutherland and his untimely passing. Dad wasn't an emotional guy but he did have a place in his heart for Jock.

Is Potsy Clark in the HOF? If not, its because he left the Lions, similar to another Lion's coach still waiting to get elected.

Jock Sutherland has a career record of 12 games above .500; nobody who finished their head coaching career between 1933 and 1965 or earlier with no playoff appearances has a career record of more than five games over .500.
