All that tells me is that these voters are not cross-communicating at all, the left hand has no idea what the right hand is going to do, and it's resulting in a massive double standard. I understand your logic about Holt, JB, and he had a great career, and has been snakebit in the HOF voting but its also been a matter of circumstance.
The Bruce-Holt tandem has been one of the greatest in NFL history, turning two QBs into stars, though Bulger couldnt maintain his status, while Warner had just enough postseason success to push him into the HOF--I cant necessarily agree--yet despite Holt's statistics, I always felt Bruce was the Rams primary receiver until Bulger finally entrenched himself as starter.
Holt's consistency was top notch but everyone knows that Sharpe was the main man in GB from the get-go and was challenging Jerry Rice for top receiver in the NFL. Though he wasnt All-Pro for the 4th time in 1994, his final season, he still led the NFL with 18 TD catches before having the neck injury that ended his career.
Nobody can dispute that had he not succumb to injury, his career would have been first ballot HOF, but other players like Dwight Stephensen, Ken Easley and Terrell Davis had to get voted in, before the HOF warmed to other shorter careers getting voted in, like Boselli and now Sharpe. Senior or not, it was time to vote him in and had there been a five-man modern class, Holt would have been elected as well. His wait continues ...
