Teams With More Hall of Famers Than Wins

There are at least seven teams that had more Hall of Famers than wins. The 49ers did it two years in a row and both the 49ers and Lions did it in the same season, 1955. The Steelers also did it twice three years apart with all of the same players:

1955 Lions: 6 Hall of Famers, 3 wins (not counting Yale Lary, who was in the military)
1955 49ers: 6 Hall of Famers, 4 wins
1956 49ers: 6 Hall of Famers, 5 wins
1964 Packers: 11 Hall of Famers, 8 wins
1971 Raiders: 9 Hall of Famers, 8 wins
1977 Steelers: 10 Hall of Famers, 9 wins
1980 Steelers: 10 Hall of Famers, 9 wins

I actually didn't include owners, GMs, head coaches and players like Tony Dungy from the 1977 Steelers on my original list. If we do add the owners, coaches and GMs but not players who made the HOF as coaches, then four of those teams have higher numbers of Hall of Famers:

1964 Packers: 12/8 (Lombardi)
1971 Raiders: 12/8 (Davis, Madden, Wolf)
1977 Steelers: 13/9 (Rooney, Rooney, Noll)
1980 Steelers: 13/9 (Rooney, Rooney, Noll)

The 1980 Steelers really jump out because they played a 16-game season while the others played 14.
