Best 90's game between 2 teams who DIDN'T make the playoffs

Two that come to mind, both from 1997.
The second greatest comeback in NFL history. It stung for the winless Colts, who had made the playoffs the previous season... but if they had held on in this game, I don't think they get Peyton Manning. (One more win, and they finish 4-12, tied with Oakland, San Diego, Arizona, and Chicago for the worst record in the league. Good luck figuring out THAT tiebreaker.)

The second was a shootout between veteran Boomer Esiason, who ended his career on as good a run as anyone (this was his only loss in his five starts in 1997..and he threw 4 touchdowns) and a seemingly up and coming Bobby Hoying.... Who they next year threw 9 interceptions and 0 touchdowns.

Two HCs from the Bill Walsh tree in quite a chess match. Beuerlein (in his tour de force season) vs Favre. Result cost Pack a playoff berth hence Ray Rhodes a sophomore season off Lake Michigan.

Without that game, we wouldn't have enjoyed these next two games nearly as much. Both games were blowouts, but yet there was still drama.
(Backstory: GB and Carolina were playing their games at the same time while competing for the final playoff spot. It would have come down to the points differential tiebreaker so both teams kept throwing, even near the end, and trying to run up the score. GB ended up with a better points differential
..but it all went for naught when Dallas won their 4 pm matchup.

I was very surprised they canned Rhodes after only one 8-8 season (where they lost a playoff bid on a tiebreaker)

Another game involving Boomer, in which he rallies the Cards from a 14-point deficit. Esiason serves up a seeming game-killing pick with about two minutes to play, but the Cards are able to get the ball back and he redeems himself.
