Non-head coach nominees for HOVG?
Eddie Kotal: player, backfield coach, scout. I could begin to write up reasons he should be in the HOVG, but can he be? I don't see any coaches on the list who were not head coaches. He probably wouldn't be in the HOVG based on his playing days alone.

I attempted to nominate Ralph Hay a few years ago and was told he is not eligible.

Fritz Heisler. Fritz was the offensive line coach from the beginning of the Cleveland Browns franchise in 1946 through 1970, and the offensive lines for Cleveland were almost always very good during those years.

Art McNally: former referee (1959-1967), but most important, Head of Officiating from 1968-1991, unificating official styles, signals, bringing the microphone and instant replay (in its early stages). Also has been an advisor/trainer since 1991, and still living (he's 93 years old).

If John Facenda was the voice of NFL Films, Steve Sabol was the face and the heart of NFL Films. And this is not meant as a slam against Ed Sabol in any way, but the success of NFL Films, and what it became, is in my opinion more due to the vision and creativity of Steve Sabol than Ed Sabol. I think the point of the OP (at least as implied by the title) is not to nominate non-players or head coaches but rather to determine if we should allow same into "our" Hall.
Should there be a special "life-time contributor" (or other) category for folks other than players/head coaches in the Hall of (the) Very Good? Should they be allowed into the main body of the Hall?
How does the PFRA wish to address this issue and what is you opinion regarding same?

In my opinion, we should allow the same types of categories the HOF does, but according to the OP, we don't. Sounds like everyone who posted so far agrees.
We'd need a more senior member to jump in and let us know the history/thought process behind it tor maybe Chris remembers some details about his Ralph Hay nomination.

I tried to nominate Ralph Hay for the 2017 HOVG and this is the response I received from Andy Piascik....
Maybe Ken or a member of the HOVG committee can chime in on this?I bounced this around with the Committee, Chris, and the feeling is pretty strong that we should stick to players and coaches. It has pretty much by design, yes.
