Was it the same rules as NFL, home-team gets to pick either dark or white jersey? I could imagine at the time that some hot-weather teams - for instance, Arizona Wranglers - would have preferred to wear their whites practically at all times; or at least as season wore on; especially post-season. A home CC game for them would be antithesis of ‘Freezer Bowl’.
And the championship game? Was it conferences taking turns picking what jerseys to wear?

According to a note in the Arizona Republic in 1983, it was "the home team's prerogative" as to which jerseys to wear; the Wranglers first three games were at home, so they opted for their white jerseys, and didn't wear their blue jerseys until the March 26 game at Birmingham, which had first choice and went for white.

It's all good. Looking back on it, the choice wasn't that much help for the Wranglers-- only 3 of their last 10 games in 1983 were scheduled for home, and they lost all 10.
