Quite a few solid candidates. Here’s my Top 5...
1) ’96 Broncos
2) ’93 Oilers
3) ’95 Forty Niners
4) ’97 Chiefs
5) ’98 Forty Niners
Almost tied #3 and #4; I let the QB position determine things. Thought strongly of ’91 Oilers and also ’99 Colts for the 5th and final spot, but it’s tough to deny that last playoff squad of Steve Young’s. They finally got over the Pack then came real close at Falcons the following week. No reason to think they don’t at least play Vikings close in the NFCC.

Re: Top 5 ’90s teams to not make conference championship gam
What the heck I'll make mine a top 10.
1. 1996 Broncos... and then everyone else.
2. 1993 Oilers... At the time I was shocked at how such a great team could collapse as much as they did the next year. I figured there would be a bit of a drop off because of losing Moon, etc. but not by 10 games.
3. 1995 49ers... 6 game winning streak at the end of the year against some strong opponents.
4. 1992 Saints... 12-4 with the 4 losses being to some great competition. X2 to the 49ers, Eagles and Bills. But the Dome Patrol took care of everyone else.
5. 1997 Chiefs
6. 1991 Oilers
7. 1998 49ers
8. 1999 Colts
9. 1992 Vikings
10. 1995 Chiefs

Re: Top 5 ’90s teams to not make conference championship gam
Oh man! Now how can I possibly forget to even think about the ’91 Forty Niners???
They definitely belong in top-5 IMO. Give the ’98 installment the boot and place them at #4 above ’97 Chiefs. The way they finished that campaign - winnng final 6 - you simply knew they would have been dangerous had they made the playoffs. Only Washington, to me, would have been able to stop them and it wouldn’t have been easy. Even before the strong finish early on, sandwiched between that Falcon sweep, they win big vs Detroit and then the following week win a convincer on the road against that other strong non-playoff 10-6 team from ’91; and it wasn’t vs Kemp, Goebel, nor Ryan.

hmmm! Interesting. If I were creating a top X "end of season power rankings" style then definitely yes. Entire season body of work though, maybe in the 6 through 10 range. They are certainly my #1 90s team NOT to make the playoffs!Oh man! Now how can I possibly forget to even think about the ’91 Forty Niners???
