What's the record for most penalties ever by a single player
I ask as apparently (NFLGSIS is usually accurate) Brandon Browner now has 21 penalties, 19 accepted, year to date. Whatever the "record" is, he must be getting close.

For context Goster Cherrilus is second with 14, so Browner's ahead of the field by a 50 percent margin. It's Ruthian!

When there are two penalties on the same play by the same team in most cases only
one is accepted. Are both players charged with a penalty? If not, how is it decided
which one is?

Good question, not sure how the NFL decides this. Clearly is one is a personal foul - 15 yards - and one is a minor infraction then they'll go with the more severe, otherwise it seems like a crap shoot. Assuming the 2 declined aganst Browner were probably where the outcome of the pla g was better than the penalty, maybe a defensive hold where the pass was caugh and taken for a few yards.

Brown now holds the single-season accepted "record" with 19 (and four games to go!).
Eight players share the declined "record" with 6 in a season.
Flozell Adams holds the "career records" with 118 (105 accepted).
The yardage king is Quentin Jammer with 811.

It is possible to have double penalties on a player, if one is a personal foul. I just saw this in an old game. 1982, Redskins-Cardinals. Jeff Griffin of the Cardinals clotheslined Charlie Brown of the Redskins on a pass to Brown. Penalty machine Willie Colon was flagged while in street clothes this past Sunday.
My father used to complain about Chris Ward. I would like to see Ward's penalty numbers but those would have to be gathered by game book searches.

I am not sure. I was five that season. My earliest memory of him complaining about a particular game was when the Jets blew a 20-3 halftime lead in Foxboro in 1984. I would have to assume Fred Miller's disastrous day against Jevon Kearse must be the single gamer record. 8 penalties called, 7 accepted. 5 False starts, 2 Holds. Including false starts on back to back plays.
