Can anyone tell me when pass interference became an official rule? Were they allowed to basically mug the receivers before the rule was enacted or was this some kind of progressive rule that adapted over time?

Another old rules question
I've read that in 1915 the scoring team would receive the kickoff(I guess this was like a basketball "possession" rule), I know that by 1918 that wasn't the case. Does anyone know what year it changed?
