I always looked at it that a team has a player's rights when they are drafted, but that player is technically not on the roster until they sign a contract, thus they cannot participate in practices, games, etc.

^I think for an entire career, Vinatieri was better than Tucker is... even though at this moment, Tucker is still playing. Doesn't the NBA do this? They seed by record regardless if a team wins its division. The College Football Playoff just approved a seeding format like this, where the top 4 ranked teams receive first-round byes, regardless if they win a conference championship or not.

You would think more than 23 people would nominate candidates, unless many endorse the same people, I hope.

More than 23 PFRA members nominated candidates. Not everyone nominated five.
