Since I started watching football in 1977, John Elway and Peyton Manning were clearly at the top.
From earlier, I would think that Joe Namath, Terry Bradshaw and Jim Plunkett.

Joe Theismann and Jim Plunkett should make the list, although I don’t think they are HOF worthy, they were popular as players and should have a case for the HOVG.
