In Super Bowl XVI, Montana won the MVP award despite throwing for just 157 yards, one TD pass and one TD run. I doubt Stabler was trying to throw the ball away. It was 4th down. A sack or an incomplete pass both result in turnover on downs. I agree about Casper, though. When you curve the performances, accounting for the different eras, Tittle's game is a clear cut #1. If you just take the numbers at face value, I still give Tittle a very slight edge.
